The Rental Disputes Center in Dubai is an integrated judicial system focused on establishing a secure real estate environment. It achieves this by swiftly resolving rental and jointly-owned real estate disputes through a digital and innovative judicial system known for its speed and accuracy, supporting sustainability.

Established by Decree No. (26) of 2013 issued by His Highness the Ruler of Dubai, the RDC’s objective is to provide a specialized judicial system to handle rental disputes in the Emirate of Dubai. It aims to improve procedures for resolving these types of disputes through a fast and simplified mechanism, with the goal of achieving social and economic stability for all stakeholders in the real estate sector.

The RDC has the exclusive jurisdiction to determine all rental disputes that arise between Landlords and Tenants of Real Property situated in the Emirate, including in free zones, and counterclaims arising therefrom, as well as to determine provisional and summary actions filed by any of the parties to a Lease Contract; and to determine appeals from the decisions and judgments that are subject to appeal in accordance with the provisions of the aforementioned decree and the regulations and resolutions issued in pursuance hereof. The RDC also enforces decisions and judgments issued in rental disputes falling under its jurisdiction.

The decree has conferred upon the Rental Disputes Center the jurisdiction to professionally and transparently hear and adjudicate rental disputes, ensuring the highest standards of justice. The RDC conducts proceedings and procedures for determining lawsuits through First Instance and Appellate Committees, comprising judges and members with experience and competence at the level of the Emirate.

Prior to claims being forwarded to the First Instance Committees, they undergo evaluation by the Conciliation Department, seeking alternative and expeditious solutions to mediate and reconcile the parties involved. The RDC encompasses diverse divisions, including the Central Support Department, responsible for registration, offering support, providing legal assistance, and serving legal processes, alongside aiding litigants. And, the Judgment Execution Department, which oversees the enforcement of all judgments, including eviction orders and financial claims.

The RDC’s scope was expanded as of 2019 to include disputes related to jointly owned properties under Law No. (6) of 2019 concerning the Ownership of Jointly Owned Real Property in the Emirate of Dubai. This addition aims to enhance transparency and solidify Dubai's global leadership in the real estate sector. Jointly Owned Real Property disputes are also resolved through a digital and innovative judicial system characterized by speed and accuracy.

As of 2019, the RDC's jurisdiction was extended to encompass disputes associated with jointly owned properties in accordance with Law No. (6) of 2019, concerning Ownership of Jointly Owned Real Property in the Emirate of Dubai. This expansion is designed to bolster transparency and reinforce Dubai's global leadership in the real estate sector. Disputes pertaining to Jointly Owned Real Property are also resolved through a digital and innovative judicial system distinguished by its speed and precision.

The RDC functions to regulate the relationship between landlords and tenants, especially in the event of any dispute arising between them that requires the RDC’s intervention. This is in the best interests of both parties and the emirate alike. Endowed with the jurisdiction to consider rental disputes and adjudicate them with professionalism and transparency, the RDC guarantees the attainment of the utmost standards of justice.
